Home School Focus Group Questionnaire
The U.S. Army Europe deputy commanding general has led a movement within the Dependent Education Council to request a DoD-level home schooling Task Force to study home schooling issues and make recommendations. USAREUR was asked to conduct Home Schooling Focus Groups, gather results and present their findings at a three-day Home Schooling Task Force meeting in Arlington, Virginia. A variety of school liaisons have been conducting focus group meetings at military installations in Europe.
If you’re interested in discussing this further with other military homeschoolers, please feel free to use the NHEN forum or subscribe to the NHEN-Legislative email list. The National Home Education Network responded to this survey with a letter and an accompanying FAQ on Home Education Regulation.
This is a copy of the questions that were being discussed. Survey respondents were requested to answer with a YES, NO or OTHER response.
Should OSD have a truancy policy OCONUS?
Parents/Sponsors of home school students should maintain:
- a. No records.
- b. A portfolio of student work/progress.
- c. Annual standardized test results.
- d. Curriculum Objectives/Goals.
Core subjects should include:
- a. Does not apply to home school.
- b. English/Language Arts/Reading age appropriate requirements.
- c. Math and related age appropriate requirements/courses
- d. Science/Social Studies age appropriate requirements/courses.
- e. Computer Technology
- f. Specials (Art, Music)
- g. Foreign Language
- h. Others should also be included.
Home school instructors should be certified teachers.
Students not enrolled or registered in DoDDS should be allowed to participate in extra-curricular activities.
Students who are instructed at home should participate in standardized testing.
Students who wish to return to traditional, education or DoDDS: a. Do not experience transitional difficulties. b. Experience some of the following difficulties:
- Curriculum challenges with different course requirements and experiences.
- Record of progress does not indicate grade level functioning.
- Socialization challenges going from small group to large group environment.
- Peer group challenges.
- Students must be tested in order to determine appropriate placement.
- Identification of learning difficulties was not evident in home school environment.
- Other challenges.
Home school students need the following support from DoDDS:
- a. Materials and supplies.
- b. Computer/technological support.
- c. Information support/resources, i.e., library, audio visuals.
- d. Participate in extra-curricular activities.
- e. None.
- f. Others
